On December 15, Attorney General Edwin Meese III announced at the Third Coordination Meeting of Attorneys General of the Border States in Cuiudad Victoria, Mexico that on December 9, 1987, the Mexican and United States Governments concluded a Mutual Legal Assistance Treaty.
