Abstract: 
The just-published annual report of the U.S. Customs Service tells of a change from an administrative collection bureau to a border enforcement agency.  In the course of a major centralization effort, in 1985 more than 700 positions were moved "from administration to front line enforcement" and 19 aircraft, 57 boats and 9 marine modules were added.
