Abstract: 
 On April 28, 2014, Habtom Merhay, a national of Eritrea and a citizen of the United Kingdom, appeared for the first time in U.S. District Court for the District of Columbia to face human smuggling charges for his role in smuggling primarily Eritreat and Ethiopian undocumented migrants from Dubai, United Arab Emirates, through South and Central America and Mexico, into the United States.[1]
