Abstract:
On March 18, 2013, Bosco Ntaganda, a Rwandan national and general in the Congolese military, indicted by the International Criminal Court for war crimes, walked into the U.S. Embassy in Kigali, Rwanda and asked to be delivered to the ICC in the Hague.[1]
