Abstract:
Fifteen years after Cambodia and the international community began efforts to establish the Extraordinary Chambers in the Courts of Cambodia (ECCC), the initiative remains mired in controversy despite a limited mandate to prosecute Khmer Rouge “senior leaders” and “those most responsible” for atrocities committed during Pol Pot’s 1975-79 reign.1
