On October 25, 2007, American and European human rights groups filed a criminal complaint with Jean-Claude Marin, the state prosecutor of France accusing former U.S. Secretary of Defense Donald H. Rumsfeld of responsibility for torture. The complaint accuses Rumsfeld of authorizing torture at Guantánamo Bay, Cuba, and at the Abu Ghraib prison in Iraq.
