Abstract: 
On March 8-12, 1994, during its 15th regular session in Mar de Plata, Argentina, the Inter-American Drug Abuse Control Commission (CICAD) presented its annual report to the General Assembly of the Organization of American States (OAS). It contained an appraisal of the current drug situation and the bases for assessing the strategies and actions required to strengthen the efficacy of national and regional efforts to combat the drug problem in the Americas. It also reported on progress achieved in implementing the Program of Action of Ixtapa. The report contained bad news.
