Abstract: 
Mr. Norgren, a Swedish national, tried unsuccessfully to block a warrant for his arrest issued by a magistrate in response to a request by the U.S. for his extradition on offenses of “insider trading”, securities frauds and other crimes concerning his securities dealings on the New York and Pacific Stock Exchanges. When the initial request for extradition was received, the UK Home Secretary furnished Norgren with copies of the formal request and all supporting documents. His counsel raised objections with the Home Secretary who responded that he would not issue the order to proceed and informed the Magistrate accordingly. While Norgren’s counsel again wrote, seeking assurance that the Home Secretary would not issue an order to proceed if the U.S. made a new request, the Home Secretary did not acknowledge the communication nor make the assurance.
