Abstract:
Almost unnoticed amid the final stages of the 1992 Presidential Campaign and with then-Candidate Clinton’s support, U.S. Congress passed H.R. 5323, the “Cuban Democracy Act (CDA) of 1992”, also called “Torricelli Law” after its sponsor.
