Abstract:
On August 27, 1999, the United States announced that on August 23, 1999, it unsealed a 25-count indictment by a Houston grand jury against Mario Ruiz Massieu, a former deputy Attorney General in Mexico who was first arrested in New Jersey at the instance of the Mexican Government. Because of Mr. Ruiz Massieu’s position as former deputy Attorney General in Mexico, the frustration of the Mexican Government in its four efforts to secure his custody and for various policy reasons, the case has significant potential policy and diplomatic implications.
