On July 31, 2009, the chief judicial magistrate of Bhopal, Prakash Mohan Tiwari, in response to a victims’ group plea, issued an arrest warrant for Warren Anderson, the former chief executive officer of Union Carbide, for the gas leak that killed 10,000 people in India 25 years ago.
