U.S. Senate Rebuffs Effort to Revise and Multilateralize Counterdrug Cooperation

On July 16, 1997, the U.S. Senate rejected an initiative supported by the Clinton Administration to scrap the annual certification of other countries as cooperative or uncooperative on narcotics control, and to seek instead an entirely new approach in combating illicit drug traffic and use.
