On April 3, 2013, Secretary of State John Kerry announced the expansion of the State Department’s War Crimes Rewards Programs, implementing legislation that then-Senator Kerry authored and passed last year as Chairman of the Senate Foreign Relations Committee, the last piece of Kerry legislation to be signed into law by President Obama.[1]
