Abstract: 
On March 1, 2001, the Bush Administration released its first international narcotics control strategy report. President Bush certified that 20 of 24 major drug-producing or drug-transit countries are cooperating with the United States in the war on drugs. Two countries--Afghanistan and Burma (Myanmar)--were not certified as cooperating on drugs, a decision requiring the U.S. to terminate most foreign assistance to these countries.
