Abstract: 

On July 20, 2007, U.S. Magistrate Judge Arlander Keys found that a Polish government submission of five volumes of evidence did not meet the probable cause requirement to show that Edward Mazur incited the murder of top Polish law enforcement official Marek Papala in June 1998.3
