Abstract: 
On February 17, 2010, the U.S. government announced the unsealing of an indictment against Viktor Bout and U.S. national Richard Ammar Chichakli, for allegedly conspiring to violate the International Emergency Economic Powers Act (IEEPA) arising from their efforts to buy two aircraft from companies located in the U.S., in violation of economic sanctions which prohibited such financial transactions.
