Abstract: 
On April 10, 2006, the Financial Crimes Enforcement Network (FinCEN) issued an advisory to U.S. financial institutions on Belarus. The advisory urges institutions to guard against money laundering involving Belarusian government officials – including senior executives at state-owned enterprises – acting individually, through government agencies, or through front companies to move misappropriated Belarusian state assets and proceeds from illicit arms sales to or through the U.S. financial system.
