On March 18, 1987, after a wait of five months since the enactment of authorizing legislation, President Ronald Reagan promulgated Executive Order 12588, entitled "Action Against Certain Assets of Disputed Title," thereby freezing the U.S. assets of deposed Haitian president Jean Claude Duvalier and his associates.
