Abstract: 
In June 1994, in an internal newsletter the U.S. Department of Justice announced in the establishment of a fugitive unit that will provide greater support in the search for and return to justice of high profile international fugitives. The new unit, headed by Mary Jo Grotenrath, an attorney with the Office of International Affairs, U.S. Department of Justice, will work in close coordination with Interpol, the U.S. Marshals Service, the Federal Bureau of Investigation, the Drug Enforcement Administration, Customs, the Immigration and Naturalization Service, and other U.S. and foreign law enforcement officials in a concerted effort to locate and develop successful strategies for effecting the return to justice (by extradition, deportation, expulsion, lures, or other lawful forms of rendition) of major U.S. fugitives, include persons who have been the subject of unsuccessful provisional arrest requests in several countries or who have otherwise managed to remain at large despite law enforcement efforts to the contrary...(more)
