Abstract:
On July 17, 2003, U.S. District Judge Royce C. Lamberth, U.S. District Court for the District of Columbia, awarded a judgment of $313 million to the family of Leah Stern, a U.S. citizen from New York, against the Islamic Republic of Iran. However, on the same day as the award the Bush Administration announced a plan to give victims of future terrorist attacks a capped benefit.
