Abstract: 

On September 17, 2012, the U.S. Court of Appeals for the Second Circuit granted a stay of the District Court’s permanent injunction entered on September 12, 2012, pending appeal.1   U.S. District Judge Katherine Forrest ruled that an anti-terrorism law, authorizing indefinite detention of persons who support terrorist groups, was unconstitutional.2
