Abstract: 
On December 8, 2016, the United States Congress enacted the Global Magnitsky Act, as part of the 2017 National Defense Authorization Act (H.R. 4909 and S. 2943), authorizing the president to impose sanctions on non-U.S. citizens who commit international human rights and corruption violations.  Sens. Ben Cardin (D-Md.) and John McCain (R-Ariz.), champions of the law, characterized its enactment a “watershed moment in the global human rights accountability and the fight against corruption.”
