On November 18, 2009, U.S. ambassador-at-large for war crimes issues Stephen Rapp and U.S. State Department legal advisor Harold Koh led the U.S. observer delegation to the International Criminal Court’s (ICC) Assembly of States Parties (ASP) in the Hague, which was held from November 18-26.
