Abstract:
On March 28, 2007, Dominican authorities arrested Stephen Kaplan, the founder of beleaguered gaming site BetOnSports. Kaplan, arrested on the behest of U.S. authorities after an eight month manhunt, is the latest gaming figure targeted as part of the U.S.’ controversial crackdown on Internet gaming companies.2 Amidst news of the arrest, the WTO undercut a pillar of U.S. anti-gaming enforcement, ruling that U.S. laws violated international trade standards in the latest victory for Antigua and Barbuda’s WTO challenge.
