On October 26, 1995, the United States, seeking to defuse the mounting resentment against its servicemen and military bases in Japan in the wake of the kidnapping and rape of a 12-year-old Japanese girl in Okinawa in July in which three American servicemen were accused of the crimes, agreed to amend its Status of Forces Agreement (SOFA) to facilitate hand overs of accused servicemen who are suspected of murder or rape, but have not yet been indicted....(more)
