Abstract: 
During the end of October 2009, the United States and Mexico have tried a new approach to prosecuting drug traffickers caught on the border: the U.S. is increasingly allowing Mexicans caught smuggling drugs into the U.S. to be returned to Mexico to be prosecuted. The new cooperation is occurring in the context of financial and technical assistance, especially training by the U.S. under the Merida Initiative.
