On July 17, 1995 a novel petition was filed on behalf of Kenneth Walker, a Canadian citizen, and Hossein Alikhani, a Cypriot citizen, with the Inter-American Commission on Human Rights alleging that the United States violated international law by fraudulently abducting them from foreign territory for prosecution in the United States.
