On August 13, 1993, the United Nations Security Council voted for the fourth time to continue its own sanctions against Libya for refusing to surrender two suspects, both of whom have been indicted in connection with the explosion of Pan American World Airways Flight 103 over Lockerbie, Scotland, on December 21, 1988.
