On December 17, 2015, at its first ever meeting at a Finance Ministers’ level, the United Nations Security Council stepped up its efforts to cut off all sources of funding for the Islamic State in Syria and Iraq (ISIL, also known as Da’esh) and other terrorist groups, including ransom payments, no matter by whom.
