Abstract: 
The American Ukrainian Political Action Council (AUPACUS) filed a lawsuit on January 3, 1994, to enjoin the Department of Justice (DOJ), the Office of Special Investigations (OSI), and the Immigration and Naturalization Service (INS) immediately from further denaturalization or deportation proceedings under the "Holtzman Amendment? to the Immigration and Nationality Act. The lawsuit, which consists of 21 plaintiffs, many of Eastern European ancestry, also names Janet Reno and Neal Sher, Director of the OSI, as defendants. The AUPACUS case is a notable example of the use of international human rights treaties by private parties, as vehicles upon which to bring actions against the United States and other countries?[more]
