Abstract: 
In a breakthrough, the U.K. announced on September 18, 1986 that it has offered to begin negotiations of an extradition convention next month with India.  The announcement is significant because the draft convention is reported to expand the extraditable crimes while simultaneously limiting the defenses to extradition.
