Abstract: 
On April 14, 1989, at a program in Congress on "U.S.-Caribbean Policy in the 101st Congress" sponsored by Transafrica Forum and Congressional Foreign Affairs Advisors and the Congressional Friends of the Caribbean, Trinidadian Prime Minister A.N.R. Robinson, reiterated his call for the creation of an international criminal court, on either a regional or universal basis, equipped with international jurisdiction.
