Abstract: 
In a measure designated to facilitate understanding of and compliance with the Bank Secrecy Act (hereinafter "BSA") and regulations, the Office of the Assistant Secretary (Enforcement), U.S. Treasury, has promulgated a final rule, effective on October 22, 1987, to institute an administrative ruling system, similar to those used by the Internal Revenue Service and the Customs Service.
