Abstract:
On May 20, 2014, a special session on extradition was held at the Council of Europe in Strasbourg. After an opening speech by Per Hedvall (Sweden), the Committee of Experts on the Operation of European Conventions in the Penal Field (PC-OC) heard a presentation by Johannes Silvis, Judge at the European Court of Human Rights (ECtHR), on the case-law of the Court as regards extradition procedures with a special emphasis on diplomatic assurances.[2] The presentation was followed by a discussion, including the effect of interim measures issued on the basis of rule 39 of the Court.
