South Africa Tax Sanction Opposed by State Department

The ongoing discussions of whether and how to apply sanctions to South Africa for its policy of Apartheid have just been enriched by tax legislation recently enacted in the Omnibus Budget Reconciliation Act of 1987 that denies foreign tax credits to U.S. firms operating in South Africa.
