Abstract:
On August 31, 2005, Secretary of Defense Donald Rumsfeld approved changes to improve military commission procedures. The changes resulted from a review of commission procedures, including lessons learned from military commission proceedings that started in late 2004, a review of relevant domestic and international legal standards and suggestions from outside organizations on possible improvements to the commission process.
