Abstract: 

On September 2, 2003, the Russian Ministry of Foreign Affairs issued a travel advisory to its citizens to refrain from travel abroad if they believe they could be of interest to U.S. law enforcement authorities because they may be detained by other countries or abducted.  The advisory warns that cases of Russian citizens being detained abroad for U.S. criminal charges are becoming more frequent.[1]
