Abstract:
On February 11, 1994, the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of Former Yugoslavia since 1991 adopted Rules of Procedure and Evidence, under which the Tribunal will operate. The Rules came into force on March 14, 1994. The Tribunal itself was established by Security Council Resolution 827 of May 25, 1993. The Rules of Procedure and Evidence will play a critical role in achieving success for the Tribunal. Indeed the Tribunal confronts formidable financial, legal, and political obstacles to success.
