Abstract: 
On October 12, Representative Ron DeLugo, U.S. Virgin Islands, in a speech in Congress, criticized the substantial reduction of aid by the U.S. to nine Caribbean islands.  He noted that funding to buy small boats and patrol vessels, and to support land-based forces, has been slashed to $4.3 million for the 1989 fiscal year from a request for $9 million.
