Abstract: 
During August and September 1993, history has repeated itself as improvement in diplomatic relations between the Clinton Administration and the Castro Regime in Cuba has followed steps to improve international criminal cooperation. Cooperation has occurred in anti-drug efforts, anti-terrorism, and prisoner transfer. Since Castro has come to power, the times of relative calm in relations between Cuba and the U.S. has resulted from cooperation in international criminal matters.
