Abstract:

On April 14, 2015, President Barack Obama and Secretary of State John Kerry announced that the Executive Branch was removing Cuba from the list of state sponsors of terrorism. The announcement sets the stage for the two governments to re-establish diplomatic relations and further normalize relations.
