On December 3, 1999, President Bill Clinton signed the Foreign Narcotics Kingpin Designation Act (“FNKDA”)(H.R. 1555), legislation that prohibits U.S. companies from doing business with foreign firms that have links to drug “kingpins” throughout the world. The new law provides budget for intelligence operations to monitor activities of narcotics traffickers and their related organizations. In a written statement accompanying the bill’s signing, Pres.
