Abstract: 
On the occasion of the 30th anniversary of the Convention on the Transfer of Sentenced Persons[2], the Council of Europe’s Committee of Experts on the Operation of European Conventions in the Penal Field (PC-OC) devoted, during its 65th plenary meeting, a special one-day session on November 27, 2013, to the functioning of this Convention and its Additional Protocol. For the first time, experts from all 64 States Parties to this convention were invited to exchange experiences and look for solutions to any legal or practical problem encountered in its implementation.[3]
