Abstract:
On April 19, 1992, in a potentially precedent-setting case, the P.A.P. news agency reported that the Polish Government through its Justice Minister announced that it has agreed to extradite David Bogatin, a Russian native with U.S. citizenship, who pled guilty in Albany in 1987 to evading excise taxes and related forgery and fraud charges.
