On August 12, 1993, President William J. Clinton promulgated an order, designating Peru as the fourth beneficiary under the Andean Trade Preferences Act (ATPA). In a letter dated August 11, President Clinton explained that the designation of Peru will entitle Peruvian products, except those statutorily excluded, to duty-free treatment for a period ending on December 4, 2001.
