Abstract: 
A three-member GATT panel found the U.S. enforcement of the Marine Mammal Protection Act (MMPA) to ban the importation of yellowfin tuna from Mexico violates the GEneral Agreement on Tariffs & Trade.  The panel agreed with Mexico that the tuna embargo initiated by the U.S. constitutes an unfair trade practice under the GATT.
