Abstract: 
 On December 29, 2016, President Barack Obama authorized various actions in response to the Russian government’s alleged aggressive harassment of U.S. officials and cyber operations aimed at the U.S. national election in 2016.  The White House announcement characterized Russia’s cyber activities as intended to influence the election, erode faith in U.S. democratic institutions, raise doubt about the integrity of the U.S. process, and undermine confidence in the institutions of the U.S. government.
