At the August 2009, the Obama Administration announced changes in U.S. counter-terrorism policies. It will allow the International Committee of the Red Cross (ICRC) access to the names of the detainees, will provide more scrutiny and supervision over rendition and handing detainees to third countries, and will have a special prosecutor investigate and recommend potential prosecution of abuses in prior interrogation policies...(more)
