Abstract:
The Noriega trial has begun with its attendant publicity and raising many issues, including the utility of trying such a major figure in the United States and making deals with so many high-level criminals in order to ensure enough live witnesses to prove the U.S. Government's case. Indeed, the number of policy and even international criminal law issues could almost fill one-half of each of the issues of the IELR for the next six months. One important decision concerns the use of classified documents.
