On August 11, 2001, former Tourism Secretary and Mexico City May Oscar Espinosa arrived after Nicaragua extradited him to Mexico on charges he embezzled $45 million from the Mexico City treasury, but Espinosa obtained a court injunction against his arrest. Mexico’s efforts to extradite Espinosa was not easy as Espinosa had sophisticated counsel and engaged in lengthy litigation. Espinosa fled to Canada and then to Nicaragua shortly after Mexican President Vincente Fox won national elections last year.
